Paul Brooks is sworn in as the representative of District 10 to fill Lloyd Spencer? unexpired term. Shelby County Clerk and Recorder Kathy Lantz gives Brooks the oath of office. Spencer stepped down for health reasons. In the background is Floyd Storm, vice chairman, who ran the meeting.
