The Shelbyville City Council approved the appointment of William “Bill” Maxedon as the new Building Commissioner. Maxedon replaces David Young who was asked to resign.

Maxedon said he served on the Shelbyville Zoning Board for 15-16 years. He is a retired teacher, having taught for 35 years. He also retired from working for the U. S. Army Corps of Engineers where he worked when not teaching for 35 years also.

“A vacancy occurred in that position and the commissioners and mayor had enough faith in me to ask if I would take the job,” said Maxedon.

The next item of business was the annual property tax levy ordinance. City Treasurer David Frost said the city may raise the property tax by the amount of the previous year’s cost of living up to 5 percent.

“This will be a story of extremes,” Frost told the council. “Last year at this time we were allowed to increase the property tax levy by 4.1 percent which was the largest allowable increase since the first year that tax caps began in Illinois. This year we are allowed to increase the levy by 0.1 percent which is the lowest increase since tax caps.”

Frost said the determination is inflation. That increase this year will be $950 which Frost said should go to the library. The council approved this request.

Next the council approved an amendment to the city’s liquor code. In essence the amendment says liquor establishments may not deliver liquor to a residence.

“Our city code was silent with regard to whether or not a package sale of liquor could be made and delivered to a site off premises,” City Attorney John Freeman told the council. “At the request of the mayor I tried to address this by making it an ordinance provision that prohibits that ability.”

The council approved the ordinance.

Finally the council took up the matter of a violation on the part of the West Main Party House Liquor Store. Freeman said he prepared a document entitled Complaint and Agreed Disposition of Liquor Violation.

Freeman explained the Illinois Department of Revenue Liquor Control Commission and the Illinois State Police conducted underage alcohol compliance check in the city of Shelbyville on September 9, 2009 at the West Main Party House. In that check undercover underage subjects purchased two six-packs of beer from the store clerk after showing identification showing their correct age. The clerk pled guilty.

The West Main Party House was fined $1,000 and paid their fine.

Under old business City Engineer Alan Spesard told the council phase four of the General Dacey Trail was let but because of a mistake on the bid the process will have to repeated.
