SHELBYVILLE, IL. —
Effingham -- Effingham County State's Attorney Bryan M. Kibler has filed felony charges against two individuals in connection with the February 4 death of Jessica M. James, 29, of Effingham and formerly of Shelbyville.
Jay C. Miller, 22, of Altamont, has been charged with Possession of a Controlled Substance (Heroin), a Class 4 Felony.
Albert D. Church, 23, of Effingham, has been charged with Delivery of a Controlled Substance (Heroin) by Accountability, a Class 2 Felony.
Both suspects are currently being held in the Effingham County Jail.
Church made his first appearance in Effingham County Circuit Court Thursday. Miller's case is scheduled for "appearance with counsel" on Tuesday, February 18.
"The filing of additional charges against either or both men is a possibility, as an Effingham Police Department investigation continues," Kibler said.
