County Board approves CEFS grant requests

The Shelby County board approved grants and requests that were presented during its regular meeting Wednesday.

CEFS Chief Operations officer Kevin Bushur presented the nearly half-million dollar capital improvement grant that includes funds for three new mini-vans, equipment, and facilities for the six counties involved.

Also approved were the maintenance plan and amendment to the design services for the Shelbyville facility at 1500 W. S. First Street and the marketing plan for CEFS services.

The board approved the implementation of the Jospeh Meyers Delinquent Tax Program to be used by the Shelby County Treasurer’s office. Shelby County was only one of a small handful of Illinois counties not using the system. It will aid in collection of scavenger taxes on foreclosed properties.

“The last time, in 2010, we had a list of 23 parcels. Only one sold and six others eventually paid,” explained Treasurer Debra Page. “This year there are 43 parcels. The number of forfeits seems to be growing and growing, With this company, everything sells.”

Road work requests were presented and approved. Among them were:

- Pipe replacement in Cold Spring Township, 4 miles north of Herrick, at approximately $4,000 to be shared by the township and the county

- Drainage structure replacement in Prairie Township, 3 miles northwest of Stewardson, at approximately $4,500 to be shared by the township and the county

- Pipe culvert replacement in Ash Grove Township, 3.5 miles southeast of Windsor, costs to be shared by the township and the county

- Concrete box in Tower Hill township, 3 miles south of Tower Hill, at approximately $4,000 to be shared by the township and the county

The board approved an agreement for engineering services for work at the railroad crossing approach near Clarksburg on County Highway 7. The agreement is with Henderson & Associates for $25,163.

County engineer Alan Spesard reported that project to replace rural traffic control signs was nearly complete but that additional signs that had to be ordered exceeded the initial grant. He asked to revise the joint agreement with IDOT (Illinois Department of Transportation) to be reimbursed those costs. The board approved the request.
