Refuse in streets, dump a city issue

The Shelbyville City Council is looking for ordinance amendments and enforcement regarding refuse in the city streets and at the city dump.

Commissioner Thom Schafer told the council about problems reported by Street Department lead Faron Blackwell. Blackwell pointed out problems with people blowing lawn clippings and other refuse into the city streets.

“It’s a safety issue and it creates a problem with drainage in the sewer system,” Schafer said. “And when the leaves fall, it’s only going to get worse.”

Schafer requested that the ordinance be enforced to hold people responsible for doing this.

“The city should not be responsible for it,” he said. “There needs to be a city wide cooperation.”

Schaffer also reported that people were bringing refuse mixed in with yard trash which workers have to clear out. Also larger logs were being mixed in with wood chips brought in which also has to be separated out.

He suggested dump fee for tree trimming contractors.

Fees will be discussed at the next council meeting.

Schafer also asked about the possibility of the city fixing sidewalks.

He suggested the homeowner pay for materials and the city do the work.

“There are a lot of walkers now and it would limit our exposure to liability,” Schafer said.

“We already have a considerable list - maybe 8 or 10 pages - of people wanting sidewalks fixed,” said mayor Jeff Johnson. “There’s a lot of areas that need improvement.”

“I think you’ll have more work than you can do,” added commissioner Brent Fogleman.

Commissioner Bill Shoaff reported that work was being started on the east water tower and that work on the reservoir tank at the water plant will begin this fall.

In other business, the council:

- Approved the bid to purchase a storm warning system for $18,056.80 from Global Communications

- Accepted a bid of $525 for the sale of the Santa House from the mini-park

- Approved the action to dispose of the old police car through eBay auction

- Accepted the bid of $11,050 for repainting the pool vessel
