Cowden Village Board Minutes

The Cowden Village Board met Monday, January 13, at the village hall.

Mayor Barnes opened the meeting. Those present were Davis, Taylor, Wheeler, and Smith.

The December minutes were read. Smith made a motion to accept the minutes as read. Davis seconded the motion. Motion passed unanimously.

The January bills were read. Taylor made a motion to pay the bills as read. Wheeler seconded the motion. Motion passed unanimously. The bills were as follows: General Fund $15,715.18, Motor Fuel Fund $50.02, Water Fund $28,289.82, Water Bills Fund $17,224.78, Police Fund $735.58, Sewer Fund $843.55.

Robin, from Mose, Yockey, Brown and Kull, attended the meeting to give the board an overview of the recent audit report. She gave suggestions for improvements and explained new accounts that needed to be established.

Taylor made a motion to approve the amended Ordinance #477- which amends the budget. Wheeler seconded the motion. Motion passed unanimously.

Davis made a motion to transfer restricted bond money from the general fund to the water fund for previously approved expenditures. Wheeler seconded the motion. Motion passed unanimously.

Smith made a motion pay the annual retainer fee of $3,500 to Dove and Dove Attorney’s. Davis seconded the motion. Motion passed unanimously.

Wheeler made a motion to pay the annual retainer fee of $1,500 to Dove and Dove Attorney’s to represent the village as the FOIA (Freedom of Information Act) officer. Smith seconded the motion. Motion passed unanimously.

Davis made a motion to approve the building permits of Andrew Nohren and David Hopkins contingent upon final inspection by Wheeler. Taylor seconded the motion. Motion passed unanimously.

Smith made a motion to go into executive session regarding village employees. Davis seconded the motion. Motion passed unanimously.

Smith made a motion to exit executive session. Davis seconded the motion. Motion passed unanimously.

Taylor made a motion pay $35/month for Ryan Scott’s gym membership. Smith seconded the motion. Motion passed unanimously.

Taylor made a motion to adjourn. Davis seconded the motion. Motion passed unanimously.
