City Council approves location change for costume contest

---- — The annual Rotary Halloween costume judging and parade will change locations this year after the Shelbyville City Council approved a request by club representatives.

Rotary president Dr. Theodore Bogart and vice president Rev. Kevin Ray presented the request to use South Morgan Street between the Post Office and Main Street for the parade, trying to get the event back into the downtown area.

“On First Street, the lighting wasn’t good and the bricks are hard to walk on,” Bogart noted.

The Council set the date for the costume judging, parade, and trick or treat night for Saturday, October 26. The Rotary costume judging and parade will be from 5 to 6 p.m. and trick or treat time will be from 6-8 p.m.

City Engineer Alan Spesard presented amendments to revise the 2013 Motor Fuel Tax budget.

“We can’t use the funds to purchase equipment, but we can credit the budget for the hourly usage of equipment into the general fund,” Spesard explained. He proposed at $10,000 increase in the MFT budget that will be transferred to the general fund which can be used to purchase a 4x4 utility truck with a dump bed. Although the truck costs more than the $10,000, other reductions in other funds will cover the purchase.

The council approved the resolution.

Commissioner Thom Schafer requested $30,000 to build a retaining wall on the South Broadway parking lot. He suggested that the street department do the construction under the direction of engineer Alan Spesard. He also suggested the funds be taken from the business district funds.

“We want to resurface the parking lot in the future. I’d like to get moving on this as soon as we can before the (winter) weather sets in,” Schafer said.

He requested a vote of city support for the plans for the retaining wall which the council gave.

After a discussion on fees for dumping brush at the city dump, the council directed city attorney Jack Kiley to draw an ordinance to set the fees at $125 per year for local companies and $250 per year for non-local companies. Individual dumpings will remain free of charge. The council will vote on the measure at the October 7 meeting.

Commissioner Schafer requested a public hearing at 6 p.m. October 7, prior to the regular council meeting, to inform residents of the work to be done on North 9th Street.
