On 09/23/19, dear dusk, Cowden Police observed a mini-van backing out of a residence in town. The officer attempted to catch up to the vehicle to conduct a traffic stop for a registration violation and loud exhaust. The vehicle, which was approx 1/4 mile ahead of the officer, turned onto County Highway 300 N, accelerated and traveled west bound at a high rate of speed. As the officer approached a low lying area in the road, he saw the tail lights of the vehicle continuing west, and noticed a person bending over near the side of the road. The individual stood upright and began walking west along the side of the road. The officer believed that the person walking was James Milligan, 46, of Cowden, who lives at the address where the van was originally seen. The officer stops and questions James. After a brief investigation, the officer searched the area where he had seen James bending over. Suspected methamphetamine and drug paraphernalia where found at this location. James was arrested for Possession of Methamphetamine and Possession of Drug Paraphernalia. His bond was set at $150,000.
On 09/27/19, Cowden Police conducted a traffic stop on a vehicle driven by Skyler Reedy, 21, of Shelbyville for improper lane usage. As a result of the traffic stop, passenger Joseph Kraus, 38, of Cowden was issued a village ordinance citation for Possession of Drug Paraphernalia. Passenger Brent Wells, 30, of Pana was also issued a village ordinance citation for Possession of Cannabis. Brent was on parole from the Illinois Department of Corrections for Aggravated Battery to a Peace Officer.
