One man is in custody and another is in stable condition at Carle Foundation Hospital in Urbana after a weekend shooting in Windsor, according to authorities.

Robert A. Fraker, 62, of Windsor, was arrested and charged with aggravated battery with a firearm and attempted murder, according to police. He made his first appearance in Shelby County Court on Monday. A judge scheduled a status hearing for Wednesday at 10:30 a.m. Bail has been set at $500,000, according to court records.

Windsor police say Fraker shot another Windsor man in the lower abdomen during an altercation Saturday at 7:14 p.m. in the 1000 block of Indiana Avenue. Authorities have not identified the man who was shot.

Fraker was identified by an eyewitness and was located in the 1100 block of Maine Street, and police recovered a firearm in the suspect's vicinity, according to Windsor Police Chief J.T. Boyer.

Boyer said the two men have had a long-going feud, and "one finally succumbed."

"I've been with the police department for six years and lived in Windsor for 24, and I don't think there has ever been a shooting," Boyer said.

Shelby County Sheriff's Office, Moultrie County Sheriff's Office, Findlay Police Department and the Illinois Department of Natural Resources Conservation Police are assisting Windsor Police Department in the investigation.
